HRH responds to our letter in the rights of the First Nation people & the future of Canada(The Queen's response follows the letter below) July 16, 2007 Your Majesty, We are writing to You on behalf of the People's Political Power Party of Canada, a power representing many hearts of the people of Canada. We are appealing to You as an honest and heartfelt leader, a Queen and mother who understands the plight of others and seeks to always recognize and care for Her subjects, from all corners of the world. Canada is in need of Your ruling now, if it is to become what it always was to be…beautiful, clean, strong and at peace with the rest of the world. With Your spirited initiative, we will become a role model for the world – a nation which will be able to show others the true meaning of forgiveness, friendship, trust and love. We are speaking of the need to redress the wrongs and injustices committed against our Aboriginal people, perhaps unwittingly perpetrated in the beginning, but to this day, continuing in intensity. We speak of unsafe drinking water on Reserves, sub-standard housing, alcohol and drug addiction, suicide, incest, and a never- ending cycle of despair and hopelessness, stemming from generations of loss and abuse. Our governments have implemented only minimal portions of agreements that were declared by Your historic Monarchy, in the Royal Proclamation of 1763, which forms the basis of land claims of Aboriginal peoples in Canada. We believe our governments can do better than they have done, but, in them, our faith is growing thin. We need a miracle.
We understand that successive governments have been seeking to move towards independence from the capstone of Your Sovereign Power, as recently as 1971, with our failed Victoria Charter, drafted by the Right Honorable Prime Minister, Pierre Elliot Trudeau. Fortunately, to this day, in our Constitution Act, passed in 1982, You continue to have the constitutional power of Disallowance and Reservation, which gives You the power to reject any bill passed by our Parliament. It is true that within Section 35 of the Constitution Act, constitutional protection and treaty rights are guaranteed to Canadian Aboriginal people. With due respect Your Majesty, we ask You, what good is a guarantee if it is not honoured? Your guarantee of 1763 is not being honoured and is beginning to create great havoc in our country, which shows no sign of ending. We understand that our country operates within the principle of the “Honour of the Crown” in cases concerning Aboriginal people. We have an historical relationship with You, in that any time the government is interacting with Aboriginal people, the honour of the crown is at stake. This government, in respecting Your Name, must consult with Aboriginal people on any activities of an industrial nature, which might adversely affect the people in relation to their Aboriginal rights or land titles. As You may well imagine, this respectful intention is seldom honoured. How is it that Native people have the highest rates of poverty, illness, disease, suicide, prison sentences and racial intolerance? Aboriginal people were original people in Canada. They are the beautiful fabric of this remarkable country. Their resilience and forgiveness are a marvel to behold. At this time, Your Majesty, we ask You to exercise Your Sovereign Power and move our government to conclude the debts owed to the founding people, immediately. In all truth, until a contract has been honoured, no further business is of any value; no laws can be upheld on a false foundation.
We see from Your recent interest in the honesty of Your subjects, your Lords, that You believe in the integrity of Your people. We too believe in the inestimable worth of our people… our Native people. We implore You to extend Your love to them as Queen and mother, to give them the hope and joy they deserve from life, and have deserved from the beginning. Their deep gratitude and loyalty will return to You and remain with You, for as long as the grass grows and the rivers flow.
We remain Your Majesty’s faithful and devoted servants, Roger Poisson, Leader Laurel McCallum, Chief Agent Shirley Roulette, President Eileen Roulette, Vice-President Ann Marie Nemis, Secretary-Treasurer Anna-Marie Everett, Corporate Facilitator Jennifer Hendrickson, Web Communication Design
The Queen's ResponseReceived by mail, November 15, 2007
Buckingham Palace
Dear Mr. Poisson, The Queen has asked me to thank you for your letter of 16th July, and I apologise for the delay in replying. Due to the high volume of mail received in recent weeks, correspondence has been dealt with in strict date order. Her Majesty has taken careful note of the views you express regarding political redress for the aboriginal peoples of Canada. Perhaps I might explain, however, that this is not a matter which The Queen would intervene. As a constitutional Sovereign, Her Majesty acts through her personal representative, the Governor-General, on the advice of her Canadian Ministers and it is to them that your appeal should be directed. I have, therefore, been instructed to forward your letter to the Governor-General of Canada so that she may be aware of your approach to The Queen and may consider the points you raise.
Yours sincerely, Miss Jennine Vine Correspondence Officer |
